Move Kong to infra deployment
If we keep Kong in ricplt and ricxapp spaces, when we deploy both
groups on the same k8s cluster, we will have two Kongs and they
overlap because both by default monitors all NSs. In new version
of Docker, one will actually "kill" the other, leaving the ingresses
for the dead Kong without ingress controller. Moving to ric-infra
we will only run it once and one Kong is deployed.
Also modified common template's ingress controller port number def.
Now there is only one port defined.

Delay Tiller deployment till after Credentials
Deployment Tiller will required namespace ricxapp already
created. Otherwise it throws error. Moving Tiller deployment
after Credentials satisfies this requirement.

IMPLEMENTS: RICPLT-1144: Support multiple Tillers
This change adds scripts and configurations to support multiple,
limited-capability and TLS-enabled helm tiller instances in the RIC.
Specifically, it's envisioned that a RIC will have (at least) two
running tiller pods: one for xapp deployment and one for ric platform
component deployment; these will be independent of any systemwide
tiller deployment, and will be limited to acting within their own
namespaces. The tiller configurations are integrated with the common
template and can be cross-referenced among other helm charts.

Verify helm charts with client lint and template
In a docker, install helm client, package up common dependency,
copy to every chart, then run helm lint and helm template
to verify chart contents, with output to stdout.

Added code to not install low latency kernel to Virtualbox VM
Low latency kernel causing VirtualBox Ubuntu VMs to hang. This
fix avoids installing the low latency kernel if the VM is identified
as a VirtualBox VM.

Rename ext charts
This change enables that both ext service charts to be deployed

Add serviceaccount support to common and appmgr
This change adds a serviceaccount to the appmgr helm chart with explicit
permission to list pods in the namespace where it expects to find its
tiller; this is to handle the case where the default serviceaccount is
not allowed to list pods.
To support his, service account name support was added to the common
chart.

New xApp standard template. This template defines the http and RMR services, and implements deployment-time variable replacement in the xapp descriptor.

Add missing suffixes to service name URLs
E2 Manager requires suffix /v1
xApp Manager requires suffix /ric/v1
Drop the unneeded enabled flag for mocking E2 names.

Update static routing table, etc.
configmap.yaml, config.yaml: updated static routing tables;
RIC_PLATFORM_RECIPE_EXAMPLE: updated the service name in
config for components reaching RT MGR
dbaas/values: updated default image name;
ext service definitions: corrected port for https endpoints.
