Add capability for O1 mediator to list pods in xapp ns
Based on the new understanding that O1 mediator needs to be able to list pods
in xapp namespace, add serviceaccount to support this.

Sync up to the latest it/dep commit.
This patch implemented the delta between the initial commit of RICPLT and the it/dep commit
6a84d34982f18bd3d412daa37abf0ba21ea8260c.
It mainly implements new configurations for a1mediator, e2mgr, rsm and rtmgr. Please notice that the new configruations
may not work with the amber release container images.
