Bump RMR version in base alpine builder to 4.4.6
This change causes the latest RMR version (4.4.6) to be
pulled for the image. The container tag is also now set
to be a sem-ver style and started at 2.0.0.

Fix python dev package name in builder docker
The python dev package in alpine's package repo has change its name
from python-dev to python3-dev. This fix changes the name so that
the image will build.

Add a work around for bronze release
This commit copies the config.json and schema.json file into the xapp helm chart.
This is a work around for bronze release to be backward compatible to the previous xapp standard template.

Drop MDCLog from Alpine3 base builder image
The MDCLog files are available from the bldr-alpine3-mdclog image
in the release registry. Splitting things apart should reduce the
version (tag) churn of these builder images.

Add scratch image with RMR library at version 3.8
Provides RMR for Alpine including header files and shared-object libraries,
basically a workaround for missing APK support at PackageCloud.io.
Unlike other bldr- images, this only has library files, no build tools.

Implement the new xApp descriptor format
This commit accepts the new xApp descriptor format and generate xApp helm
charts accordingly.
