Moving RIC instructions to ric-dep repo
We would like to maintain the RIC instructions only in one repo;
in the ric-plt repo ric-plt/ric-dep. This now replaces outdated
instructions with links to the ric platform instructions.

NONRTRIC - PMS Fix dynamic configuration
The problem was that the config cannot be updated via REST if the file is controlled by a configmap.
The configmap for PMS application can only be used for initial configuration after this change.
The file is moved from
/opt/app/policy-agent/data/application_configuration.json -> /var/policy-management-service/application_configuration.json
/var/policy-management-service/ is mapped to a persistent volume claim.
Config map which now is only initial (installation) data is mapped to:
/etc/app/policy-management-service/initialdata
An init container copies the initial configuration file /etc/app/policy-management-service/initialdata/application_configuration.json to /var/policy-management-service/
unless it is already there.

First draft of the SMO package based on the ONAP charts

NONRTRIC - Using volumeClaimTemplates
Changed to using volumeClaimTemplates in both PMC and ECS.
The reason is that if anyone would create more than one instance, each
instance should have a separate volume.

NONRTRIC - PMS Persistent storage of policies and type definitions
Changed deployment to statefulset in both PMC and ECS.
"Even Deployments with one replica using ReadWriteOnce volume are not recommended. This is because the default Deployment strategy creates a second Pod before bringing down the first Pod
on a recreate. The Deployment may fail in deadlock as the second Pod can't start because the ReadWriteOnce volume is already in use, and the first Pod won't be removed because the seco
nd Pod has not yet started. Instead, use a StatefulSet with ReadWriteOnce volumes."
