Rename rpm and Debian makefile targets

Current makefile targets build_rpm and build_deb are not well named
targets. Rename targets to rpm-pkg and deb-pkg.
Also update CI Dockerfile to utilize rpm-pkg and deb-pkg makefile
targets.
