New submgr parameter in configmap.yaml to control order checking of E2 message IEs

Inorder to support interoperability with other RAN simulators, adding
config parameter checkIEOrder which defines if strict order to be followed while
packing/unpacking of E2AP messages. Value 1 defines strict order and
value 0 defines lenient order
