Fix startup CrashLoopBackOff issue

Traffic steering xApp crashes on startup due to a bug in
xapp-frame-cpp $XAPP_DESCRIPTOR_PATH parser.

This change updates both xapp-frame-cpp and RMR dependencies
to fix the CrashLoopBackOff issue in TS xApp.
