Add packagecloud verify & merge jobs
Add packagecloud verify & merge jobs to rmr project. Verify job
checks if package exists in staging, merge job promotes packages
from staging to release.

Modify docker container image name for openlte
Modify the docker image name for this SCP repos to align
with LF releasing job expectation. Docker image releasing
job expects "o-ran-sc" as container prefix as "LF umbrella"
because it uses the middle section of the Gerrit hostname.
Thus we change SCP repo container name to o-ran-sc/scp/ocu/openlte.

Verify all RMR changes but publish only on master
Revise the RMR library and rmr-python binding job definitions

Ignore ref-updated event in doc builds
The RTDv3 template by default listens for tag push events
(ref-updated events), but the O-RAN-SC doc process has no need
at present. Ignore to skip unnecessary builds at readthedocs.io.
Also renamed the directory and file to match the actual job prefix.

Fix bad build-node definition
I noticed that the ric-plt-lib-rmr-python-tox-sonar job was just hanging
around not running and found that the build node had a typo in the
definition name.

Add read the docsv3 jobs.
These jobs will trigger but will not run any code unless
a .readthedocs.yaml file exists in the root of your repo.

Upgrade global-jjb to
v0.45.1-10-g44c66ab
This pulls in a repair to the PyPI release merge template
so it uses the jenkins-release ssh credential, not just the
plain jenkins ssh credential.

Revert "Add global read the docs jobs"
This reverts commit

Reason for revert: global RTDv2 jobs fail which blocks work.
Need to figure out Python projects - the regexps match any
change to any conf.py file which is too broad; and Python
projects already have tox.ini files for their own needs.

Move sonarcloud config parameters to defaults
Use values from defaults in project definitions via {}
instead of hardcoding repeatedly.
