Prepare for docker image release for all RICP repos
Two changes for preparing for docker image release on JJB
definitions for repos that produce docker iamges:
1. per ToC meetiing on 11/13, we need to prefix docker image name
with o-ran-sc;
2. define a self-service docker image release job.

Verify all RMR changes but publish only on master
Revise the RMR library and rmr-python binding job definitions
so every submitted change is verified, but only merges on master
branch result in publishing an artifact to a repository.

Ignore ref-updated event in doc builds
The RTDv3 template by default listens for tag push events
(ref-updated events), but the O-RAN-SC doc process has no need
at present. Ignore to skip unnecessary builds at readthedocs.io.
Also renamed the directory and file to match the actual job prefix.

Fix bad build-node definition
I noticed that the ric-plt-lib-rmr-python-tox-sonar job was just hanging
around not running and found that the build node had a typo in the
definition name.

Reason for revert: global RTDv2 jobs fail which blocks work.
Need to figure out Python projects - the regexps match any
change to any conf.py file which is too broad; and Python

Separate PyPI jobs due to trigger conflicts
The feature lives in subdirectory src/bindings/rmr-python but
the gerrit_trigger_file_paths setting overrides the release
template settings. Separate the jobs as a workaround.

Add PyPI templates for RMR python binding
Add triggers to limit library, binding builds appropriately.
Clone NNG using a git commit SHA code, a version that fixes a bug.
Extend pre-build scripts to get RMR version string from repo file.

Repin NNG refs to capture proxy reconnect fix
A fix to address NNG issues when reconnecting a session
through a proxy was made on August 9, 2019 and merged into
the NNG master branch with commit ID
e618abf8f3db2a9. This
change repins the references to the NNG repo such that the
fix is incorporated in the NNG library.

Verify ric-plt/a1 code with tox, not Docker
Add shell script to install NNG and RMR which are prerequisites
for the A1 Python implementation.
Run unit tests directly in tox, not wrapped in a Docker container.
