Add the policy-apex-pdp docker image from Nordix temporarily
The policy-apex-pdp docker image has not been released in ONAP but is
needed for the D release of OSC. Hence, the docker image will be
temporarily stored in Nordix.

Create VES client example for domain 'stndefined'
A python script for the 3GPP bodies were implemented:
- 3GPP-FaultSupervision
- 3GPP-Heartbeat
- 3GPP-PerformanceAssurance
- 3GPP-Provisioning
In addition the copies of VES schemas were removed from the repo
and the links were updated in README.md accordently.

Intial version for solution/dev
The purpose of this directory is to provide an setups for
O-RAN component developers, who need to implement the O1 interface provider.
The SMO (Service Management and Orchestration) basically contains an
OpenDaylight based NetConf Client, which is also used by the ONAP
project an a VES Test Collector.

Create directory structure
The inital directory structure for the OAM repository.
- distribution: to cover code artifacts for packaging the code.
- features: to cover all OSGi bundles for karaf
- model: to cover all OAM information and data modules
- solution: to cover code artifacts to combine several code packages (distributions) to provide a install and deployment instractions, creating a solution.
