Switch all cattle to sjc flavors
The issue we had before was with hardware name-to-ID mappings being
different for SJC. We have included these in the latest version of
global-jjb as "-sjc" flavors, which will correctly map to the IDs of
these nodes in SJC.

ci: Revert all cattle to v2 hardware
It seems that v3 has different hardware IDs between YUL and SJC,
which breaks o-ran's config (since everything is standardized on YUL).
We should be able to fix the root issue, but for now, moving to v2
will stabilize the project.

CI: Update cloud configs, ci-man jobs to v3 agents
This includes the following related changes:
* Update all agent configs to use v3 nodes (replacing v2-highcpu with
v3-starter)
* Remove unused agents centos8-builder-1c-1g and ubuntu1804-2c-8g
* Rename the (previously unused) centos8-builder-2c-2g to be 2c-4g to
properly reflect the system it is now using
* Switch ci-jobs and ci-packer jobs to the 2c-4g agents. These were
previously set to use an undefined agent.

Fix: Remove jenkins-config clouds releasenotes
Anything other than configuration files in this directory
will break jcasc. We need to remove these releasenotes directory
and files.
