Deleting xapp-frame-rust settings file
We now only have `mvn-settings` variable, but no actual settings. This
is similar to `xapp-frame-cpp`. We will see if this works.

Fixed `credentialsId` for the production env
For the maven settings for `ric-plt-xapp-frame-rust`, the provided
`credentialsId` was missing. Fixed this to use the one used by the
`sandbox` environment for the docker repository.

Fix: Rename settings directories to standard
These automatically-generated settings files have the wrong directory
naming convention, leaving off the "-settings" at the end. The
permanent fix for this will be in the INFO merge job, but for now,
these need to be manually fixed.
