Group E2 manager API operations with tags

Add draft A1 Mediator API client and config
Use nexus3.o-ran-sc.org (not nexus.oranosc.org)
Use CONTAINER_PUSH_REGISTRY in the pom (not bogus NEXUS3_PUSH..)
