Harmonize SDL CLI 'healthcheck' -command

Harmonize 'healthcheck' -command help and error log not to have
'SDL CLI error' prefix as there is no such a prefix in 'set' and 'get'
-commands either.
Add 'healthcheck' -command line arguments count check.
