stx-gui: put starlingx specific files to right pythonpath

horizon is expecting pythonpath to be
    /usr/share/openstack-dashboard/openstack_dashboard/

so part of starlingx-dashboard files should be placed this
path instead of ${PYTHON_SITEPACKAGES_DIR}
