Provide docker-compose deployment for SMO

The docker compose deployment is a lightweigth way to
deploy an O-RAN-SC specific SMO limited to OAM components, using
the code artifacts of ONAP, OpenDaylight, Apache Karaf and other
Linux Foundation projects.
