Prereq roles for alarm management and provisioning on OKD O-Cloud

- Added ocloud_setup role
- Added ocloud_platform_cgu role (cluster-group-upgrades)
- Added ocloud_platform_siteconfig role
- Added ocloud_platform_mco role (multi-cluster-observability)
