Fix the alarm exception about the alarmDefinition

Fix the alarm exception about the alarmDefinition

When the alarm is inserted into the database, the alarmDefinition does
not exist a definition to mapping with alarm. It will throw an
exception.

This commit will add the new alarm definitions.

Test Case:
PASS - Test a new alarm without definition before, it worked as
       expect.
