Repair send-message methods for free and retry

* Fix _send_msg method to free allocated RMR message buffers
* Adjust send-message methods to retry only on RMR_ERR_RETRY
* Use constants from ricxappframe.rmr instead of hardcoded strings
* Upgrade RMR to version 4.0.5
* Upgrade tavern to version 1.2.2
* Bump version to 2.1.9
